Job Description
KEY RESPONSIBILITIES:
- Recruitment and Talent Acquisition Duties:
- Coordinate end-to-end recruitment processes for all approved vacancies.
- Prepare and publish vacancy announcements through appropriate recruitment channels.
- Source qualified candidates using job portals, social media, professional networks, educational institutions, and employee referrals.
- Screen applications and prepare shortlists based on approved job requirements.
- Coordinate written examinations, interviews, practical assessments, and selection processes.
- Schedule interviews and communicate with candidates throughout the recruitment process.
- Conduct reference checks and verify academic qualifications, employment history, and other relevant credentials.
- Prepare employment offers, appointment letters, and employment contracts for selected candidates.
- Maintain a talent pool of qualified candidates for future recruitment needs.
- Ensure all recruitment activities are completed within established timelines.
- Workforce Planning and Position Management Duties:
- Work with department heads to identify staffing requirements and recruitment priorities.
- Monitor approved staffing plans and recruitment requests.
- Ensure job descriptions are current and available for all approved positions.
- Assist in reviewing and updating job descriptions as organizational needs evolve.
- Track recruitment progress against approved workforce plans.
- Onboarding and Orientation Duties:
- Coordinate pre-employment documentation and employment requirements for newly hired employees.
- Organize employee orientation and induction programs.
- Ensure new employees complete all onboarding documentation.
- Coordinate with relevant departments to ensure workstations, identification cards, uniforms, and system access are available before commencement.
- Monitor employee probation periods and coordinate confirmation processes.
- Recruitment Administration Duties:
- Maintain accurate recruitment records and applicant databases.
- Prepare recruitment files and ensure proper documentation throughout the hiring process.
- Maintain confidentiality of candidate information and recruitment records.
- Ensure compliance with document retention requirements.
- Prepare regular recruitment reports, including vacancy status, time-to-fill, recruitment costs, and candidate pipeline reports.
- Employer Branding and Talent Pipeline Duties:
- Support initiatives that promote the hospital as an employer of choice.
- Build relationships with universities, professional associations, and training institutions to strengthen recruitment pipelines.
- Participate in career fairs, recruitment events, and community outreach activities.
- Recommend innovative recruitment strategies to attract high-quality candidates.
- Compliance and HR Policy Duties:
- Ensure recruitment activities comply with Ethiopian Labour Proclamation, equal employment principles, and organizational recruitment policies.
- Promote fair, transparent, and merit-based recruitment practices.
- Maintain confidentiality and professionalism throughout the recruitment process.
- Assist during HR audits by providing recruitment documentation and reports.
- Recommend improvements to recruitment policies and procedures.
- Support employee engagement, training, and other HR initiatives when required.
- Participate in departmental meetings and continuous improvement activities.
- Assist with HR projects assigned by the People and Culture Manager.
- Perform other duties assigned by the People and Culture Manager or senior management.
REQUIRED MINIMUM QUALIFICATIONS:
- Bachelor's Degree in Human Resource Management, Management, Business Administration, Industrial Psychology, Public Administration, or a related field.
- Minimum of three (3) years of relevant experience in recruitment, talent acquisition, or human resource management.
- Experience in healthcare, hospital, pharmaceutical, or medical supply procurement is highly preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
- Good knowledge of recruitment and selection principles and best practices.
- Understanding of Ethiopian Labour Proclamation and employment regulations.
- Knowledge of competency-based interviewing and candidate assessment techniques.
- Proficiency in Microsoft Office applications and HR Information Systems (HRIS).
- Strong communication, interpersonal, and relationship-building skills.
- Excellent organizational and time management skills.
- Strong attention to detail and ability to maintain accurate records.
- Ability to handle confidential information with discretion and professionalism.
- Strong coordination and administrative skills.
