About You

REQUIRED MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Human Resource Management, Management, Business Administration, Organizational Development, Industrial Psychology, or a related field.
  • Master's Degree in Human Resource Management, Business Administration (MBA), Organizational Development, or a related field is an advantage.
  • Minimum of seven (7) years of progressive human resource management experience, with at least three (3) years in a managerial or supervisory role.
  • Experience in healthcare, hospital, pharmaceutical, or medical supply procurement is highly preferred.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Strong knowledge of human resource management principles and best practices.
  • Thorough understanding of Ethiopian Labour Proclamation, employment regulations, and occupational health and safety requirements.
  • Strong leadership, coaching, and people management skills.
  • Excellent knowledge of recruitment, performance management, employee relations, compensation and benefits, and learning and development.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Proficiency in HR Information Systems (HRIS), payroll systems, Microsoft Office applications, and HR analytics tools.
  • Excellent communication, negotiation, facilitation, and presentation skills.
  • High level of integrity, confidentiality, and professional ethics.
  • Strong organizational and project management skills.
  • Ability to build collaborative relationships across all levels of the organization.
  • Ability to manage multiple priorities, work under pressure, and lead organizational change effectively.

The People and Culture Manager is responsible for leading the hospital's human resource and organizational culture functions by developing and implementing people strategies that attract, develop, engage, and retain a high-performing workforce. The role oversees talent acquisition, employee relations, performance management, learning and development, compensation and benefits administration, HR policy implementation, organizational development, employee engagement, and compliance with Ethiopian labor laws and organizational policies. The People and Culture Manager serves as a strategic partner to management, fostering a positive, inclusive, and performance-driven workplace culture that supports the hospital's mission and strategic objectives.

KEY RESPONSIBILITIES:

  • People Strategy and Workforce Planning Duties:
    • Develop and implement people and culture strategies aligned with the hospital's strategic objectives.
    • Lead workforce planning initiatives to ensure appropriate staffing levels across all departments.
    • Advise management on organizational structure, workforce planning, and succession planning.
    • Analyze workforce trends and recommend strategies to improve productivity and employee retention.
    • Support organizational development and change management initiatives.
  • Talent Acquisition and Onboarding Duties:
    • Develop and oversee recruitment, selection, and onboarding processes.
    • Ensure timely recruitment of qualified employees in collaboration with departmental managers.
    • Oversee employment contracts, probation management, and employee confirmation processes.
    • Promote fair, transparent, and competency-based recruitment practices.
    • Build relationships with educational institutions and professional organizations to strengthen talent pipelines.
  • Performance Management and Employee Development Duties:
    • Lead the implementation and continuous improvement of the hospital's performance management system.
    • Coordinate performance planning, appraisal, feedback, and performance improvement processes.
    • Support managers in addressing employee performance issues and implementing development plans.
    • Identify training and development needs and coordinate learning programs.
    • Promote leadership development and succession planning initiatives.
  • Employee Relations and Culture Duties:
    • Foster a positive, respectful, and inclusive workplace culture.
    • Provide guidance to managers and employees on employee relations matters.
    • Manage disciplinary and grievance processes in accordance with Ethiopian labor laws and organizational policies.
    • Promote employee engagement, recognition, and wellness initiatives.
    • Facilitate conflict resolution and encourage constructive communication across departments.
    • Support diversity, equity, inclusion, and employee well-being initiatives.
  • Compensation, Benefits, and HR Operations Duties:
    • Oversee compensation and benefits administration in collaboration with the Payroll Officer and Finance Department.
    • Ensure HR records are accurate, complete, and confidential.
    • Monitor employee attendance, leave administration, and other HR operational processes.
    • Review and recommend improvements to compensation and reward programs.
    • Ensure effective administration of employee benefits and welfare programs.
  • HR Policy, Compliance, and Governance Duties:
    • Develop, review, and implement HR policies, procedures, and employee handbook provisions.
    • Ensure compliance with Ethiopian Labour Proclamation, employment regulations, occupational health and safety requirements, and organizational policies.
    • Monitor legal and regulatory changes affecting employment practices and recommend policy updates.
    • Coordinate HR audits and implement corrective actions where required.
    • Ensure confidentiality and secure management of employee records.
  • HR Reporting and Analytics Duties:
    • Prepare monthly, quarterly, and annual HR reports for management.
    • Monitor key HR metrics including recruitment, turnover, absenteeism, employee engagement, and training.
    • Analyze workforce data and provide recommendations to improve organizational performance.
    • Support management decision-making through HR analytics and reporting.
  • Other Duties as Required
    • Participate in accreditation, quality improvement, and organizational development initiatives.
    • Represent the hospital in labor-related matters, where delegated.
    • Perform other duties assigned by the Administration and Finance Director, Chief Executive Officer, or senior management.
