Expected Start Date: Immediately after concluding the contract agreement

Background:

As long as health promotion is enabling people to increase control and to improve their own health; health promotion and health education is considered as one of the major priority areas of the National Health Policy and it is a critical crosscutting component of HSTP II. As Ethiopia embarks on HSTP II, more focused attention and support is needed in the area of health Education and Health Promotion for behavior and social change communication, both to increase demand and utilization of basic health services and to improve community health practices that will improve and sustain the gains of health interventions. 

The major determinants of good or ill health of people are the knowledge they may have about health, belief, attitude and practice and the desire to bring about positive behavior change in their life. Concentrating on these points, health promotion and health education is the best alternative to change positively the individual’s concept, belief, behavior, and practices to control many of the health problems in the community.

Therefore, building and strengthen the capacity of health promotion and health education case team is a timely intervention regarding in enabling people to take control of their own health and improve the health of the community at large.

Rationale for the Consultant

The Health promotion and health education case team in Federal Ministry of Health (FMOH) under the Health Extension program and Primary Health care Directorate (HEP & PHCD) organized to coordinate the overall task on social & behavior change communication and facilitate the creation of an enabling environment for health promotion and disease prevention interventions for the improvement of health seeking behavior in the context of COVID-19 pandemic including key COVID-19 RCCE practices. Therefore, there is a need for strengthening and building the capacity of the health promotion and health education case team by hiring - Health promotion Consultant. 

Duties and Responsibilities: - 

The tasks and responsibilities of the consultant will include grouped as follows: 

Capacity building

  • Capacitate health promotion and health education case team by identification of gaps and training need of the team and the directorate on the SBC interventions including emerging innovative SBC approaches.
  • Provide technical support for the harmonization and coordination of SBC activities including demand promotion interventions around care seeking practices implemented by different implementing partners, other directorate staffs (such as Immunization, Nutrition, WASH and Health Emergencies) and cascaded to RHBs which is a technical arm of MOH. 
  • Support to enhance capacity of media professionals, advertising companies and other sectors on SBC in collaboration with FMOH PR Unit, MNCH Directorate and EPHI teams.
  • Support the scaling up of hotline telephone counseling services into different health services and train counselors on interpersonal communication skills, including for COVID-19 RCCE practices. 
  • Assist in revising School health framework and packages and capacitate staffs at all level
  • Assist to conduct capacity gaps assessment under each level of the health system and other sectors
  • Providing on-job trainings for Health Promotion practitioner, front line community health care providers like HEWs and facility level health workers by ensuring COVID-19 RCCE key practices

Program design, production & dissemination:

  • Assist Health promotion and health education team as well as other program units under MNCH Directorate (such as EPI, Nutrition, etc.) on SBC program design, adaptation, implementation, and monitoring and evaluation.
  • Provide technical assistance on the development/adoption and production of strategies relevant training and health learning materials (e.g Job aids, IEC/BCC materials) for different health thematic areas including health in emergencies key practices.
  • Consult to develop and implement health promotion guidelines by considering the different context of COVID-19 pandemic and other emergencies such as draught (advocacy, social mobilization, IPC guidelines, school peer education manual and HEWs pocket guide).
  • Consult in the Design, test, and scale up theory-based community engagement approaches and introduce innovative motivation mechanisms for community volunteers.
  • Work on health education and promotion documentation and sharing of best practices, supported with human interest stories, as required.
  • Work in closely in corporation and consultation with other program specific communication working group/networks including EPHI, Nutrition, WASH, Immunization etc.
  • Consult in the development of standardized/harmonized messages on emergencies (including disease outbreaks and other emergencies as draught) that can be disseminated through different communication outlets. 
  • Assist in adopting health promoting health facilities standards; develop implementation manuals, self-assessment form to support their implementation. 

Assessment, monitoring & evaluation:

  • Assist in monitoring and evaluation of health and nutrition, immunization, MCH & WASH SBCC activities, knowledge management and evidence generation. 
  • Assist in adapting national school health standard and indicators and implement in all schools.

Strategic communication:

  • Collaborate with academic and research institutions to promote evidence-based health promotion interventions.
  • Assist in the design and implementation of evidence based social and behavior change communication strategy and messages impact in enhancing service utilization.
  • Assist the coordination of different SBCC stakeholders, in such us EPHI, EPI, Nutrition and WASH, to ensure holistic approach and avoid duplication of efforts.

Advocacy 

  • Facilitate partnership with inter-religious council on designing, implementation and monitoring of demand promotion on health care services including COVID-19 vaccination at national and sub-national levels in close consultation with FMOH and UNICEF.
  • Assist in conducting Advocacy for workplace health promotion policy.
  • Consult in the establishment of health promotion committees and develop workplace health promotion standard, implementation guideline. 
  • Provide technical assistance on the development of guides and tools for local, political leaders and professionals to foster sustainability and ownership of health education and promotion activities in the health system.
  • Perform other SBCC related activities as needed.

Methodology

Use the National Health promotion strategic plan (2021/22-2025/26), Health learning material development guideline, Health learning material quality assurance guideline, Health facility-based health education implementation manual, Health Education and Promotion Case Team annual plan and other necessary materials to guide implementation of activities.

Expected background and Experience

Educational background: 

Post Graduate degree in health education and promotion, Master of General public (MPH), and related fields

Experience background:

  • Demonstrated ability to design and implement strategies that employ evidence based SBCC interventions
  • Practical experience in behavioral monitoring and evaluation research
  • A minimum of 8 years’ experience working on BCC/SBCC 
  • Excellent verbal and written communication skills (fluency in both English and Amharic)
  • Proficiency in computer applications such as word processing, spread sheets, etc. and reporting
  • Have the capacity to support, co-supervise and co-manage a large team of professionals
  • Have a very good understanding of Development of effective messages for different audiences, including in case of emergency.
  • Good communication, social and community mobilization, advocacy and interpersonal skills, ability to communicate with various stakeholders.
  • Ability to express concisely and clearly ideas and concepts in written and oral form.
  • Highly Knowledgeable on coordination of activities, and SBCC message harmonization.
